Abstract

The article is based on the discussion of different normative perceptions of local politics and local government. Political science draws a distinction between the different types of decision-making at local level in Germany. These types vary between a consensus democracy on the one hand and a competitive democracy on the other hand. In recent years, the consensus model of democracy has become more important in the German Länder, as well as in towns and cities. That process goes along with a general trend of professionalization that began in the 1970s, and is currently of specific relevance regarding towns and cities. The authors are dealing with the question whether increased professionalization can help overcome existing problems in 79 German cities. Finally the writers ask if the types of democracy are linked to the level of professionalization.
