Abstract
Der Beitrag untersucht für die Bundesrepublik Deutschland unter Verwendung eines Panel-Datensatzes für die westdeutschen Länder die Fragen, wie flexibel der Ressourceneinsatz im Bildungssystem an demographische Veränderungen – insbesondere sich verändernde Schülerzahlen – angepasst werden kann und ob es Hinweise dafür gibt, dass Verschiebungen zwischen den Altersgruppen im Zuge des demographischen Wandels Verteilungskonflikte induzieren. Es konnte festgestellt werden, dass die absoluten Bildungsausgaben nur sehr geringfügig auf die Veränderung der Bevölkerungsgruppen im bildungsrelevanten Alter reagieren. Für einen Verteilungskonflikt ließ sich nur eine schwache Evidenz finden.
The paper analyses the relationship between demographic structure and public school expenditures at the level of the West German Laender. The results suggest that per child expenditures are reduced when the share of school-age population increases and that total real school expenditures are virtually independent from the size of the school-age population. In addition we examine the impact of potential intergenerational conflicts on school expenditures. The estimation results provide only weak evidence in favor of the importance of such conflicts. In addition, we inspect theoretical arguments to investigate the rents absorbed by teachers that result out of the lack of flexibility of resources devoted to the education system in case of demographic changes.
