Abstract

Poverty Duration and Poverty Measurement

Most studies on poverty measurement rely on cross section data of household income. In recent years panel data have become available for many countries. This paper argues that poverty measures should be modified in order to capture the duration of poverty. How this can be done is shown for the poverty measure suggested by Foster, Greer and Thorbecke (1984).
