Abstract
The aim of the paper is to develop proposals for the reform of the German housing allowance scheme. First, we explain the main features of the present scheme, with particular emphasis on the formula for the calculation of the allowance. Second, we give a critical review of the recommendations of the ,commission on housing policy', concluding that these are neither necessary nor helpful. Third, it is argued that a fairer and more efficient scheme should take into account the duration of the lease and abolish the special subsidy for higher quality housing.
