Abstract

This paper contains an economic analysis of policy measures to prevent drug abuse. The policies considered are: anti-drug measures by police, partial and full legalization of drugs. A monopolistic drug market is assumed. As a consequence, it is possible to distinguish between an addicts and a newcomers market. For the evaluation of policy measures, a liberal drug policy will be defined. This policy is intended to promote the well-being of addicts and to reduce their criminal activities as well as to decrease the number of newcomers to the drug market. Partial legalization of drugs seems to be the best policy measure; full legalization is not advisable.
