Abstract

Whenever laws and regulations require a special way of acting the question of their effectiveness arises. In a neoclassical world of rational actors compliance only can be expected if standards are not contrary to the individual’s self-interest. Environmental policy gives an instructive illustration for enforcement problems of regulating efforts. The paper presents main approaches to model enforcement processes in environmental economics. The analysis then shows some severe defects the traditional approaches suffer from, due to their neoclassical orientation. Finally, promising approaches recently developed and an agenda for further research are presented
