Abstract
After demonstrating the pro and cons of Musgrave's theory of merit goods in part one, in a second part Musgrave's new interpretation of 'community values or preferences' is analyzed. Musgrave intends to give new foundations of microeconomic analysis, but he is just recovering some forgotten aspects of government's decision process, the elder theory of public finance was aware of. Being investigated in some interesting problems of public finance, Musgrave likes to do more with his theory as he is able to do: there are some limits for the intended 'moral transformation'.
