Abstract

In the current theory of economic policy one can distinguish a quantitative, an economic order (Ordnungspolitik), and a pragmatic variant. The following building stones can be derived for a future theory: (1) The levels of the constitutional consensus (where rules are determined behind the veil of uncertainty) and of current politico-economic process; (2) The emphasis on incentives and constraints of individuals as decision-makers (economic model of behaviour); (3) The development of a theoretical and empirical analysis of democratic political processes and institutions. The integration of these aspects leads to a "theory of democratic policy".
