Abstract

After discussing some fundamental incidence problems it is shown that the concept of dynamic incidence based on Dosser is inconsistent with a central aspect of growth and distribution theory. Consequently a new comparative-dynamic equilibrium concept for the incidence of policy bundles is developed which still, however, fails to yield unique results. Successively omitting certain equilibrium assumptions two concepts of dynamic disequilibrium incidence are then designed. From this standard procedures for practical incidence research are developed. The analysis of these concepts demonstrates the impossibility of unique, positive incidence results beyond social norms.
