Abstract

The present extended period of unemployment challenges the Keynesian theory underlying full employment policies in recent decades. Some of the theoretical innovations due to Keynes live up to modern theoretical insights, if appropriately modified. A monetarist policy of a steady growth of money supply is not sufficient in view of the important stabilizing function played by labour unions in modern market economies. By representing worker interests they alone are in a position to mitigate conflicts of interest between different sections of the workers. Mitigating these conflicts is important for high productivity and the stabilization of the market economy. Only a Keynesian policy of gearing demand towards a stable growth of nominal GNP is consistent with this important role of the unions. But even a stable growth of nominal GNP is only consistent with full employment if wage settlements keep the goal of high employment in mind.
