Abstract

Social Goods and Income Redistribution

The author shows that expanding social goods transfers to the private households does not necessarily improve interpersonal income distribution. Definitely only those non-monetary transfers are good for instrument of the distribution policy whose supply can be limited to low income personal, and beyond it those, which allow social differentiated fees. On the other hand social goods which must be granted without exclusion and dues, are bent to have some negative distributional effect. Above all significant differences in using frequency and utility intensity can cause the higher income classes gaining most. Therefore one had to look for a compensation on the side of budget finance. The adequate method lies in a governments net debt to the private sector combined with a higher surtax to defray the loan service
