Abstract

Manpower Forecasts and the Problem of Flexible Relationships between Educational Qualifications and Occupations

Forecasts of the demand for manpower assume a direct connexion between the whole labour force occupied in enterprises and current production. But it is only in the sphere of production of goods and services (unlike that of technical progress) that this supposition proves right. Just in the production of goods and services substitutability between educational inputs exists, which is incompatible with what the manpower approach assumes. This article deals above all with the question of how to grasp such flexible relationships between educational qualifications and occupations as well as with the problem of the costs of substitution
