Abstract

Abstract

The domestic implementation of the European stability and growth pact in the finance constitution was made in Austria with the inner-Austrian stability pact both more quickly and institutionally more obligatorily than in Germany. The Austrian stability pact was discussed at the end of 1998 and came into force on 15 January 1999, while the implementation in Germany occured three years later in a session of the financial planning advice on 21 March 2002. Furthermore, the recommendations of the financial planning advice are voluntary and not recoverable and do not represent any credible sanction scenery for the actors of the German financial policy. On the other hand, the Austrian stability pact was adopted as a formal law and as a state contract between federal government countries and municipalities and it leads, in the case of non-compliance, to concrete sanctions. These may include a fine on regional authorities in relation to the transgression in their deficit rates.
