Abstract
As a result of the duration and intensity of the war in Ukraine, the term “turning point” has now become a caesura that will shape the political order of Europe for a long time to come. In order to understand what the central challenge of the new constellations is, the essay argues with the concept of revisionist powers and asks how to interest potentially revisionist actors in the status quo of 1992. The concept of wealth transfer advocated by Western Europeans for over two decades, which has proven successful for themselves since the 1950s, has been countered by the Russian side through the systematic cultivation of resentment: The lost empire has been pitted against the enjoyment of a present prosperity. As long as Russian society is dominated by post-imperial phantom pains, Europeans will be forced to rely on military deterrence. But this is only possible if the caesura is understood both materially and mentally.
