Abstract
Interoperability, it seems, is the order of the day, concerning information exchange across borders in the administrative state-citizen context. Politically, this is especially sensitive as it concerns different levels of government (European, federal, state, local). At the same time, a shift of power from governments to private global (and mostly foreign) digital corporations is taking place, raising the question of “digital sovereignty”, a concept of the European Union. Seckelmann’s article examines what this concept means and identifies the ability to act and take agency (back) as a main pillar. Further, she argues that the state cannot restrict itself to the offline world and that this gives rise to a new function of the state.
