Abstract

The End of Path Dependency? – Changes of Industrial Relations since the Crisis

National bargaining systems in the European Union have proved to be rather stable and have developed in a path-dependent way, in spite of the intensified regime competition due to globalization and the European single market. Since the outbreak of the financial and economic crisis, erosion tendencies have accelerated in many countries, leading to a reduction in wages and a weakening of trade unions. Attacks on free collective bargaining have mainly happened in those countries that have received international financial aid and have been requested to implement comprehensive reform measures. These interferences have triggered a move away from path dependency in the countries in question, towards a twofold, enforced convergence: on the one hand toward a decentralization of collective bargaining systems in the private sector, and on the other hand toward an increased unilateralism and recentralization in the public sector.
