Abstract

Zur Bewältigung der arbeitsmarktlichen Auswirkungen der globalen Finanz- und Konjunkturkrise wurden in Deutschland Erleichterungen bei der Nutzung von Kurzarbeit geschaffen. Dennoch ist zu erwarten, dass die Arbeitslosigkeit in den kommenden Monaten deutlich ansteigen wird. Daher fragt der Artikel nach weiteren Möglichkeiten der arbeitsmarktpolitischen Krisenintervention und untersucht in diesem Zusammenhang das Modell der österreichischen Arbeitsstiftungen. Dieses Instrument stellt eine Kombination aus Maßnahmen der Berufsorientierung und Qualifizierung bei verlängertem Arbeitslosengeldbezug dar. Es hat sich in den letzten 20 Jahren als überaus erfolgreich bei der Bewältigung des Strukturwandels herausgestellt. Die Arbeitsstiftungen erweisen sich auch als erfolgreicher als die vergleichbaren deutschen Transferleistungen. Der Beitrag empfiehlt, die Transferleistungen in Richtung Arbeitsstiftung weiterzuentwickeln. Hierzu wären nur wenige Änderungen im Arbeitsförderungsrecht erforderlich.

The Austrian ‘Work Foundation’ – A Model of Managing the Labour Market Crisis in Germany?

In response to the global economic crisis, Germany has made it easier for firms to introduce short-time work. It is hoped that this measure will avert the worst labour market effects of the downturn. Nevertheless, unemployment is still expected to rise over the coming months. In this context, the article examines other ways in which the actual labour market problems could be handled. The article analyses the model of the Austrian ‘work foundation’ programme (Arbeitsstiftung). This employment scheme combines vocational guidance and training programmes with extended unemployment benefits. This scheme was introduced in Austria 20 years ago, and it is regarded as a very successful way of coping with structural change. The effects of the work foundation are much greater than those associated with a German scheme that uses transfer benefits (Tranferleistungen) to keep people in work. The article recommends developing transfer benefits into an employment scheme that is the same as the work foundation programme. Only a few changes in the German Employment Promotion Act would be needed to achieve this.
