Abstract
Basic Social Assistance for Children in Western Welfare States. A Comparison of five Selected Countries
The German Federal Constitutional Court decided that the benefits for children being part of social assistance (Arbeitslosengeld II) are based on a unfounded calculation and are, consequently, unconstitutional. Drawing on this judgement as an analytical starting point, this article documents and compares the national social benefit programs for children in Western welfare states. The five selected countries (Germany, Finland, Canada, Austria, and the USA) cover all types of national welfare states identified by Esping-Andersen. The article begins by presenting the basic national social-assistance programmes that support children. Subsequently, the calculation methods for the financial needs of children are explained. In a final comparative summary, it is argued that no country is in line with the determination of requirements demanded by the Federal Constitutional Court.
