Abstract

Reformen der sozialen Sicherungssysteme wurden in den letzten Jahren insbesondere mit ökonomischen Ansätzen derart unterfüttert, dass eine einfache Anreizkompatibilität und Quasimärkte in den Vordergrund der Betrachtung rückten. Es wird argumentiert, dass daraus etliche Probleme für die Organisation der sozialen Sicherung und die Integration der Individuen erwuchsen. Dies wäre zu verhindern gewesen, wenn die Ökonomisierung der sozialen Sicherung sowohl die Befähigung der Individuen dazu als auch länderspezifische Eigenheiten stärker berücksichtig hätte.

 

Contradictory Social Integration during a Period of Social Welfare ‘Marketization’

Recently, reforms to social-security systems have so often been bolstered by the use of economic models that a simple assessment of the compatibility of incentives and the establishment of ‘quasi-markets’ have been at the forefront of analyses. This paper argues that considerable problems for the organization of social security as well as the integration of individuals arise from this approach. It would have been possible to avoid this, if the marketization of social welfare as well as the training of individuals had, to a greater extent, also been seen as a responsibility of different countries.
