Abstract
The aim of this paper is to describe and compare activation policies in two European countries, Italy and Germany. After a short discussion of the mainstream literature on the new employability policy paradigm, the evolution of activation policies are reconstructed in detail, in relation to three very specific policy domains: flexibility and deregulation in the labour market, reorganisation of the placement system and unemployment benefits reforms.
Aktivierung, Beschäftigungsfähigkeit und neueste Trends in der Arbeitsmarktpolitik: Ein Vergleich zwischen Italien und Deutschland
Ziel dieses Beitrags ist es, die Aktivierungsstrategien zweier europäischer Länder zu vergleichen: Italien und Deutschland. Zunächst erläutern die Autoren kurz die einschlägige Literatur zum neuen Paradigma im Bereich Wiedereingliederungsmaßnahmen, um dann die Entwicklung der Aktivierungspolitik im Detail zu rekonstruieren. Dabei wird vor allem auf drei sehr spezifische Politikfelder eingegangen: Flexibilität und Deregulierung im Arbeitsmarkt, Neuorganisation des Vermittlungssystems sowie Reformen der Arbeitslosenbezüge.
