Training Costs and the Firms' Retention of Trained Apprentices. A Comparison of the BIBB Cost-Benefit-Surveys from 2000 and 2007
A comparison of the BIBB cost-benefit survey of 2000 with the newer one from 2007 shows that firms' net costs of apprenticeship training have fallen sharply. At the same time, the share of firms retaining at least some of their apprentices was lower in 2007. The paper examines whether the fall in net costs and retention persists when structural and business-cycle factors are controlled for. If confirmed, this would indicate a shift away from the investment-oriented training strategy that has, so far, been dominant within German firms towards a production-oriented one. The results provide some support for such a development in the western part of the country. In Eastern Germany, however, lower net costs go hand in hand with a significantly higher likelihood of firms retaining apprentices.
