A Systematic Review of Activation Programmes for Recipients of Social Assistance. Or: What to do, when a Meta-Analysis cannot be done
‘Activation’ is at the centre of the current restructuring of European welfare states. In order to promote welfare recipients’ self-sufficiency and reduced welfare dependence, activation aims, on the one hand, to change social norms, political programmes and legal and administrative structures and, on the other hand, to make the receipt of welfare services conditional upon the recipient actively seeking and obtaining work. A comparison of activation programmes in the Netherlands, Denmark, Sweden und Great Britain, with the exception of the latter, shows that robust evaluations of these initiatives are often lacking. A systematic review of available evidence, nevertheless, reveals that access to programmes is selective and that the successful transition from welfare to work is highly dependent on the sociodemographic characteristics of programme participants.
