Abstract

Die Internationale Klassifikation der Funktionsfähigkeit, Behinderung und Gesundheit (ICF) eignet sich zur Dokumentation für die Bedarfsfeststellung von Maßnahmen zur Teilhabe, SGB IX, Teil 1. Dies gilt auch für die Nutzung der ICF in der Versorgungsmedizin–Verordnung, SGB IX, Teil 2 (Schwerbehindertenrecht). Die Vorteile einer Nutzung der ICF zur Klassifizierung individueller Teilhabebeeinträchtigungen inklusive relevanter Kontextfaktoren werden den Nachteilen pauschaler und abstrakter Beurteilungsgrundlagen gegenübergestellt. Vor dem Hintergrund einer unterstellten Steigerung des Aufwandes für gutachtliche Bewertungen durch Nutzung der ICF wird der erweiterte Blick auf träger– und sektorenübergreifende, organisatorische, informatorische und synergistische Aktivitäten angeregt. Die ICF hat das Potential, Teilhabebeeinträchtigungen behinderter Menschen in ihrer Lebensumwelt geordnet und transparent darzustellen als Ausgangspunkt für die Suche nach und Anregung von notwendigen, geeigneten und erfolgversprechenden Maßnahmen.

Is the International Classification of Functioning, Disability and Health (ICF) compatible with the Terms of Disability in the German Social Law Code IX?

The International Classification of Functioning, Disability and Health (ICF) is suited to support the needs assessment for measures of participation according to Social Law Code IX, Part 1. ICF is comparably useful to the medicine ordinance for disabled people according to Social Law Code IX, Part 2 (for severely disabled persons). This paper uses averaged abstract criteria to contrast the pros and cons of using the ICF to describe individual activities, including their limitations, and participation, including their restrictions, as well as existing individual contextual factors. Expert opinions using ICF as classification are supposed to be in charge of a higher uptake rate of human resources. Therefore, a widening of the horizon from the pure expertising level to cross–institutional, cross–sectoral, organizational, informational and synergistic activities is suggested to establish a win–win situation. Using ICF has the potential to document participation restrictions of disabled persons within their living space in an orderly and transparent fashion. This can be used as a jumping–off point for choosing and initiating necessary, adequate and promising socio–medical measures.
