Abstract

Der vorliegende Beitrag skizziert die Entwicklungen von Evaluationsverfahren in der Forschungs- und Innovationspolitik. Nach einer kurzen Darstellung der Rahmenbedingungen staatlicher Forschungs- und Technologieförderung in Deutschland (Abschnitt 2) erfolgt eine Übersicht der wichtigsten Konzepte, Anwendungsbereiche und Methoden evaluativer Verfahren in diesem Politikfeld (Abschnitt 3), sodann (Abschnitt 4) eine Skizze des anhaltenden strukturellen Wandels in Forschung und Innovation sowie (Abschnitt 5) eine Diskussion seiner Konsequenzen für die Verwendung von Evaluationsverfahren im Prozess politischer Entscheidungsfindung; die Ausführungen werden jeweils durch aktuelle Fallbeispiele illustriert. Ein Ausblick schließt den Beitrag (Abschnitt 6).

Abstract

Performance Control and Learning Medium: Evaluation of Research and Innovation Policies

The paper outlines the development of evaluation procedures in the field of science and innovation policy. After describing the general conditions of public research and technology support in Germany (section 2) we present an overview about the main concepts, application fields and methods of evaluation procedures within this policy area (section 3). The following sections sketch the ongoing structural change of research and innovation (section 4) and the consequences for the application of evaluation procedures in the political decision making process (section 5). The descriptions are illustrated by case examples of recent evaluation projects. The paper ends with some general conclusions (section 6).
