Abstract

Abstract: A Quantitative, Standardized Needs Assessment Tool to Improve Legal Certainty in the Context of Inclusion Assistance for Participation in Working Life

The current practice of needs assessment for personal assistance in the context of inclusion assistance, as required by law oriented towards the ICF, highlights various conflicts, especially the lack of operationalization of participation in the ICF. The development of a standardized, quantitative needs assessment instrument can establish greater legal certainty in at least some aspects: a) ensuring the same range of services for all, b) providing transparency regarding potential services, c) allocating relational support based on limited resources, d) determining support needs using a comprehensible algorithm. The necessary psychometric quality (reliability and validity) has already been demonstrated for WorkWatch in a pilot study, which is why a supplement to the needs assessment procedure is recommended. However, it remains uncertain whether this exhaustively operationalizes participation and will gain societal-political consensus.
