Abstract
Payment card, subsistence level and administrative effort
The payment card for asylum seekers wants to reduce the administrative effort and prevent transfers to tractors and home country. In fact, she should deter refugees. If you take the alleged legal purposes seriously, hardly any area of application remains. Depending on the design, it leads to an unconstitutional lowering of the services below the subsistence level.
