Abstract

The Alt Bundestag plays a temporary time-and the Basic Law plays along?

Shortly before the meeting of the 21st German Bundestag, the 20th German Bundestag changed the debt rules of the Basic Law within a few days. The BVerfG approved this procedure in its "old Bundestag" decisions. However, the analysis shows that the court does not adequately recognize the constitutional problem. The following investigation deals with questions about the legitimation of the old federal day, the collision of the newly elected parliament and the problem of accelerated legislative procedures.
