Abstract
"Next Generation EU"-illegal delimitation of the Corona debt?
The European debts of NGEU (Next Generation EU) were admitted under the premise that they will not exceed a fixed term, a certain amount and a specified purpose. There was doubts from the start. Even during the phase of the payment of the credit-financed funds, it can be seen that an expansion of the NGEU debts is forced and already implemented. This contradicts not only the case law of the Federal Constitutional Court, but also the European contracts and European secondary law on which NGEU is based.
