Abstract

Recent expansion in general education and crowding-out in company-based training

This article examines the extent to which the increasing proportion of those with higher education entrance qualifications among young people interested in dual vocational education and training is impacting on the chances of training applicants finding a placement. The analyses illustrate that there is competition between applicants with different school leaving certificates and that an increase in those with higher education entrance qualifications is resulting in crowding-out effects for those ones with lower and intermediate school leaving qualifications. For young men with lower and intermediate school leaving certificates, this then leads to a decline in opportunities for company-based training. For young women, this decline only exists for those with an intermediate school leaving certificate. This is likely to be related to the fact that, for holders of the various school leaving certificates, training markets are more clearly separated for women than for men. Overall, findings indicate a worsening in matching problems on the training market as a result of a new expansion in general education.
